题目/Title：城市贫困儿童医疗卫生服务需求及利用分析
Medical Needs and Utilization of Urban Children Living in Poverty
内容简介/Abstract：
城镇贫困人群是城市社会的底层群体，高昂的医疗费用成为其寻求和利用医疗服务的最大障碍，其医疗可及性的问题实为严峻。第三次全国卫生服务调查的结果也显示出城市贫困人群对于医疗服务利用显著少于非贫困人群(卫生部统计信息中心，2004)。本报告将研究对象分为三类家庭，分别为普通家庭、贫困非低保家庭和低保家庭，主要分析这不同的三类家庭中儿童的健康状况及其医疗卫生需求与利用情况并进行对比，进而侧重考察贫困儿童在医疗服务方面存在的问题并提出相关解决措施。此外，对样本所在地区的医疗保险实施情况进行分析对比，以期提出相关政策建议。
Poor people are at the bottom of the urban social strata. One of the is the biggest obstacle for them to seek and use medical services is the high cost of these services. The results of the third national health services survey shows that the urban poor utilizes significantly less medical services than the non-poor. This study compares and contrasts the medical needs and utilization of the children from three types of families: non-poor, poor but uncovered by the Minimum Living Standard System and poor covered by the Minimum Living Standard System. Major issues concerning children’s medical utilization and the implementation of the medical insurance are analyzed in the paper and accordingly some policy suggestions are made to improve the situation.
