主讲人简介/About the speaker：世界与中国研究所所长和研究员。北京师范大学历史系和美国OHIO州立大学政治系研究生毕业，硕士学位。世界与中国研究所是李凡等人在1993年创立的民间智库，从事公共政策的研究。在此之前曾在中国社会科学院政治学研究所及国务院国际问题研究中心担任研究工作。近年来参与了大量基层民主发展的观察和研究工作。从2005年7月开始，世界与中国研究所帮助浙江温岭政府进行了中国第一个真正意义上的政府公共预算改革。代表作品有：《南风北渐》、《静悄悄的革命——当代中国市民社会研究》、《中国基层民主发展报告》、《温岭试验和中国地方政府公共预算改革》等。
LI Fan is the founder and director of the World and China Institute, an independent, non-governmental think tank in China. Li received an MA in political science from Ohio State University and another MA in history from Beijing Normal University, and was a researcher in the Institute of Political Science of Chinese Academy of Social Sciences and The Center for International Studies of the State Council. Li has participated in and studied numerous grassroots democratic events in recent years and published extensively on topics related to the development of civil society, grassroots democracy and government reforms.
