题目/Title: 农村低保瞄准机制问题案例分析
Case Analysis of Rural DIBAO Aiming Mechanism
内容简介/Abstract：
最低生活保障制度是当前支持农村贫困人口的主要社会政策，随着财政支出的大幅增加，许多省和县开始探索和完善农村低保的政策设计和执行，然而实际的政策效果却不容乐观．本文结合农村低保实践的案例研究，探究地方低保标准和低保瞄准的政策实践及其背后的蕴藏的设计理念，发现问题并浅谈解决方案．
The Minimum Living Standards Guarantee system (dibao) is currently the major policy to support the hard-core rural poor population. Since the fiscal spending increased sharply, many provinces and counties began to explore and refine policy design and implementation. However the actual policy effect is not optimistic. Drawing upon case study of rural dibao practices , this talk seeks to understand dibao aiming mechanism and rationales behind them, as well as to identify problems and solutions.
