当前的中国社会，以群体性事件为代表的社会冲突加剧。在没有参与的情形下，信息与信任的缺乏不仅导致公众对于自身利益的关注强度增强，而且更会在出现官员腐败之时，将那些缺乏信息的灰色区域解读为更大的“暗箱”，冲突的倾向会成倍地增加。本文称之为参与缺失的乘数效应。从这一效应中看到，公众参与的缺乏才是造成目前社会冲突的根本原因。而这也正意味着公众参与这一形式，将不仅因为其民主的特色而受到人们的欢迎，而且还将因为其在公共管理过程中的有效性而不可或缺。
Nowadays, social conflict represented by the group events is aggravating in Chinese society. In the case of no public participation, the lack of information and trust not only leads to the enhancement of public concern for their own interests, but also makes the public considering the gray areas filled with black operations when the official corruption happened. As a result, the possibility of social conflict will grow exponentially. This paper called the phenomenon as a multiplier effect due to public participation absence. The research conclusion suggests that the absence of public participation is the root cause of social conflict at present. This means that public participation is welcomed because of its democracy role. More importantly, it is indispensable because of its validity in public management process.
