The Chinese government has raised public expenditure for social services in recent years, and made significant progress in many policy areas. However, national statistical data do not necessarily reflect different achievements at provincial level. This project aims to construct an index system indicating China's social policy effects. We hope this index system can be adopted for comprehensive and consistent policy evaluation, as well as continuous observation of social change driven by regional policies. In this seminar, we will introduce the theoretical basis, operational conceptualization, and measurement methods of the Social Policy Index and sub-indices. We will also show the construction procedure and some preliminary findings.
