Shining Stars Yang Ling - Follow the Light and Forge Ahead Steadily



Yang Ling, CPC member, Gelao nationality, graduated from the School of Public Administration of Sichuan University with a bachelor's degree and the School of Social Development and Public Policy (SSDPP) at Beijing Normal University with a master's degree, and is now a student of 2020 DPA Class at SSDPP, under the guidance of Professor Zhang Huan. She has won more than 20 honours and awards, such as the National Scholarship for Doctoral Postgraduates, the National Scholarship for Master's Postgraduates, the First Academic Scholarship of Beijing Normal University, the Second Academic Innovation Award for Postgraduates, the second prize of the "Jingshi Cup", the "Three-Good Students", the "Excellent Individual" of work-study program, the "Excellent Individual" of summer social practice, and the "Advanced Individual" of voluntary service for the 70th anniversary of the founding of the PRC. As an outstanding student representative, she participated in the major special event of "Celebrating the 100th Anniversary of the Founding of the CPC" in Beijing in 2021, and served as an on-site spectator of college students' phalanx. She was once the secretary of the doctoral party branch of SSDPP and the monitor of the 2020 Doctoral Class. Her party branch and class respectively won the titles of "Pioneer Party Branch" of BNU and the "Excellent Class" of BNU. She once acted as the executive editor of the WeChat official account "Public Management Community", an academic public welfare platform, actively provided voluntary academic services and had more than 100 tweets published, promoting the development of China's public management discipline.

Take root in practice and seriously conduct scientific research

The major of public management is based on practice, which requires researchers not only to accurately understand the social reality, but also to have the ability for comprehensive understanding and in-depth theoretical analysis. Since she was enrolled to SSDPP, Yang Ling has carried out a series of studies on policy implementation and grass-roots governance under the guidance of her tutor by making full use of the opportunities provided by the school for returning home in winter vacation research and summer social practice. From 2018 to 2022, she has presided over four BNU projects, and the relevant research outcomes have won the university-level or industry-level awards. At the same time, Yang Ling actively participates in the weekly group meeting. She has reported nearly 60 English literatures and kept studying the academic frontier of international public management. Under the cultivation of SSDPP and her tutor, Yang Ling has had a total of seven academic papers published in Chinese and English, and has submitted five papers to relevant journal, including one academic paper printed in Public Management Review, an international top journal of public management as the second author, and four academic papers as the first author.

In order to further strengthen exchanges with the public management academia, Yang Ling, on the one hand, joined the academic commonweal platform of "Public Management Community" and successively served as the editor of the recommended version, the editor-in-chief of the overseas version, and the executive chief editor of the general platform to actively promote the high-quality achievements of public management research at home and abroad. On the other hand, by participating in academic conferences and summer schools at home and abroad, she has actively communicated with academic colleagues and sought advice with an open mind. While studying as a doctor, Yang Ling has successively participated in the 9th Public Policy Think Tank Forum and the International Seminar on Rural Revitalization and the "Belt & Road", the 4th Summit Forum on Public Governance and Innovative Development & the 2021 National Annual Conference on Public Management, the 18th Annual Conference of the East Asian Social Policy Research, and the Sub-forum of the 2022 annual meeting of the Chinese Demographic Society: "Marriage and Childbearing Behaviours and Ideas of Youth in the New Era", etc, and delivered speeches at the events. In July and August 2022, Yang Ling successively participated in the one-week summer school of graduate students majoring in "Chinese government development" of Nankai University and the three-week online overseas study of "cultural leadership" of the University of Oxford, which further broadened her macro vision of public management related research.

Service first, all-round development

In addition to scientific research, Yang Ling's positive and optimistic spirit is also reflected in her daily student activities and volunteer services. In her campus life at Beijing Normal University, Yang Ling participated in the Tianjin Marathon 2018 (Chinese Athletics Association) and the Beijing Tongzhou Canal Half Marathon 2019 (Silver Race of Chinese Athletics Association), and successfully completed the race and won a medal. She once spent her spare time in Beijing Guangai School as a volunteer teacher for one year, feeling the charm of writing and the power of words with the children. She once served as a volunteer at the viewing platform of the celebration of the 70th anniversary of the founding of the People's Republic of China in 2019, demonstrating the positive spiritual outlook and volunteer service spirit of the students of Beijing Normal University, and was awarded the honorary title of "Advanced Individual" of Beijing Normal University for volunteer service on the celebration of the 70th anniversary of the PRC.

  
         During the doctoral period, under the strong leadership of the superior party organization and SSDPP, Yang Ling adhered to the ideology of service first and created a good learning and living atmosphere for the teachers and students of SSDPP, especially for the classmates together with the branch party and class committee members by serving as the secretary of the doctoral party branch of SSDPP and the monitor of the 2020 Doctoral Class. During her tenure as the secretary of the doctoral party branch, Yang Ling established and improved the work guidelines for the doctoral party branch of SSDPP and for the recruitment of party members, and the evaluation system for the members of the party branch, and innovatively established the daily contact system of the party branch, creating a positive atmosphere in the party branch. As the monitor of 2020 Doctoral Class, she established a good communication platform for the students by taking "learning + culture and sports" as the starting point, and led the class committee to actively organize more than 20 class activities, such as "monthly reading party", badminton games among the schools at BNU, quality improvement for class movie watching, and class dinner, creating a friendly atmosphere among classmates.

In the report to the Twentieth National Congress of the Communist Party of China, General Secretary Xi Jinping sent a message to young people, urging them to become good youth with lofty ideals in the new era who dare to take responsibility and bear hardships and are willing to work hard. From her hometown of Guizhou to Chengdu, Taiwan, and then to Beijing, Yang Ling has been studying hard and kept growing all the way, and has witnessed the rapid development and prosperity of the motherland. She is grateful that she lives in a great era and a great nation, and she has a warm family, good teachers and friends. In the future, she'll keep in mind BNU's motto of "Learning to be An Excellent Teacher and Acting as an Exemplary Person", never forget her original aspiration, remember her mission and forge ahead bravely!
