Paper Co-authored by Xu Xiaoxin and Zhang Xiulan of SSDPP Reprinted by "China University Academic Abstracts"



The article "Digital Economy Era and Social Policy for Development 2.0" co-authored by Associate Professor Xu Xiaoxin and Professor Zhang Xiulan of SSDPP was reprinted in the "Political Science" of China University Academic Abstracts (Issue 2, 2021). Founded in 1984, China University Academic Abstracts was formerly known as Abstracts of Journal of Liberal Arts in Colleges and Universities. China University Academic Abstracts, Xinhua Digest, Chinese Social Science Digest and Photocopies of Newspapers and Periodicals of Renmin University of China (Series) are known as the "four abstracts" in China's academic circles of social sciences. China University Academic Abstracts is a secondary literature academic journal with great influence in China.

The article "Digital Economy Era and Social Policy for Development 2.0" was first published in the first issue of Jiangsu Social Sciences in 2021, with a total of more than 20000 words. As human society is entering the era of digital economy, the article points out, it poses new challenges to the social policy system built in the era of industrial economy. These challenges mainly include: the structural unemployment risk caused by the replacement of labor force by digital technology and the rise of the new casual economic employment model of "platform + individual", which have shaken the premise assumption that the traditional social policy is based on the stable employment relationship. Platform monopoly and digital divide exacerbate inequality in the era of digital economy, and the challenges of digital economy and globalization to the national tax system and management weaken the financial strength for the implementation of redistribution policy. Facing these challenges, when developing social policies, we should pay more attention to the dimension of development and emphasize the upstream intervention in social problems. Based on the existing research on social policy for development, this paper puts forward the concept of constructing development-oriented social policy 2.0 and the following basic ideas: First, reconstruct the tertiary distribution system and consolidate the economic foundation of the social welfare system; Second, improve the mechanism for implementing upstream intervention; Third, attach importance to human capital investment and promote social equality and enhance employability through educational equity; Fourth, implement the development-oriented family policy, alleviate the contradiction between work and family and promote labor participation by supporting the systematization of employment policy and the development of family social work; Fifth, comply with the trend of lifestyle communalization and make community a backing to help residents cope with pressure and an important base for economic activities.

The main contributor to the concept of social policy for development is Professor James Midgley of the University of California. This concept was first introduced into China by Professor Zhang Xiulan of SSDPP at the beginning of the 21st Century and has attracted extensive attention in the academic and practical fields of domestic social policy. "Digital Economy Era and Social Policy for Development 2.0" is a rethink of the concept and application of social policy for development in the digital economy era.
