The Second Childcare Development Forum of BNU Held in Beijing

From October 31 to November 1, the Second Childcare Development Forum of BNU was held in Beijing Conference Center. With the theme of "new childcare development - new hope", the forum is divided into one main forum and six sub-forums, co-organized by School of Social Development and Public Policy at Beijing Normal University, National Innovation Center for Assessment of Basic Education Quality,  the State Key Laboratory of Cognitive Neuroscience and Learning,  the Institute (Department) of Preschool Education of the Ministry of Education, the Institute of Developmental Psychology, and the School of Continuing Education and Teacher Training at Beijing Normal University.


More than 400 people were present at the event, including Zhang Wenkang, former Minister of Health, member of the Standing Committee of the 11th CPPCC National Committee, Deputy Director of the Committee of Education, Science, Culture, Health and Sports, and Permanent Honorary President of China Maternal and Child Health Association, Yang Wenzhuang, Director of Population Monitoring and Family Development Division of the National Health Commission, Zhou Zuoyu, Vice President of Beijing Normal University, leaders of relevant departments at all levels, experts and scholars from universities and medical and health fields, and heads of childcare agencies, etc. More than 700 people from 30 provinces, municipalities and autonomous regions participated in the live broadcast of the online forum. More than ten media broadcast the main forum synchronously, and more than 40000 people watched the live broadcast.



Beijing Normal University has, said Zhou Zuoyu, always shouldered its social responsibility. Facing the needs of the country and society, relying on its advantageous disciplines such as pedagogy, psychology and management, and guaranteed by the first-class scientific research and innovation platform, Beijing Normal University actively participates in scientific research on early childhood development, and explored the development path of high-quality childcare services. The forum built a first-class platform for the dissemination of scientific concepts of childcare service by means of frontier policy interpretation, development status discussion, and in-depth study of experts, providing strong intellectual support for promoting the development of childcare and the healthy growth of infants. Together with people from all walks of life, Beijing Normal University will make due contributions to the construction of a high-quality care service system for infants under three years old.

The age of 0-3 is, Zhang Wenkang pointed out, the key stage of children's development. Our Party and the Chinese government have always attached great importance to infant care service. People have different service needs in various historical stages, and different care service systems and service modes have thus emerged. At present, China's 0-3-year-old infant care service is still confronted with many problems, such as lagging policies and regulations, prominent contradiction between supply and demand, uneven service quality and so on. In order to solve the problems and challenges facing infant care in China, we must accurately understand the policy spirit of the CPC Central Committee and the State Council, strengthen policy guidance, mobilize the enthusiasm of all departments, respect the scientific laws of physical and mental development of infants, and take a scientific, standardized and high-quality development path. I hope that the forum can establish a long-term platform and mechanism for extensive exchanges and discussions, and contribute to the development of infant care services in the new era.



Speech by Zhang Wenkang, former Minister of Health


Yang Wenzhuang delivered a keynote speech titled "promoting the high-quality development of infant care service". Since the 18th National Congress of the Communist Party of China, he stressed, the Central Committee of the Communist Party of China has attached great importance to childbirth and parenting, and the National Health Commission has conscientiously implemented the deployment of the Central Committee of the CPC, and issued a series of standards and specifications in recent years, such as the "Standard for Setting up Nursery Institutions (Trial)", "Standards for the Management of Nursery Institutions (Trial)" and "Childcare Guidance Outlinen for Nursery Institutions (Trial)".  The National Development and Reform Commission and the Ministry of Education have also taken positive actions to create a better environment for the development of childcare services. The enthusiasm of social forces to participate has been significantly enhanced, and the market vitality has been effectively stimulated. During the "14th Five-Year Plan" period, the demand for infant care services will continue to increase, the policies, regulations, standards and service supply system will be continuously improved, and the development of infant care services will accelerate. The Population Monitoring and Family Development Division of the National Health Commission will earnestly implement the latest spirit of the fifth plenary session of the 19th CPC Central Committee, and work with relevant departments to speed up the construction of relevant policies, regulations and standards system, escorting the healthy development of infant care service industry.

Dai Yaohua, Director of WHO Collaborating Center for Child Health, Chairman of Society of Child Health of China Preventive Medicine Association, and Researcher of Capital Institute of Pediatrics, Chen Xuefeng, an expert in early childhood development of the United Nations Children's Fund Office in China, and Hong Xiumin, Director of the Institute of Preschool Education of Beijing Normal University also delivered keynote speeches at the event and made a systematic analysis on the characteristics and laws of infant development, comprehensive intervention of early childhood development and the latest policies on childcare services,  providing an important basis for further boosting the development of childcare services in a scientific, standardized and high-quality way.

Focusing on  the hot topics in the field of nurseries, the six sub-forums shared the latest cutting-edge views and research results of infant care services, respectively themed on the interpretation and practice of childcare policies, the industry standards and quality assessment of childcare service, family parenting guidance and public welfare service of infant care, the characteristics and laws of infant development, the construction and cultivation of talent team for infant care service, and the operation and management of nurseries in the post-epidemic era. From different perspectives of policy, scholars and industry institutions, the participants also carried out round table and online interactive exchanges on how to better promote the healthy development of infant care industry, and discussed the history, current situation, problems and countermeasures of the development of infant care industry in China so as to contribute to the professional, standardized and high-quality development of infant care services.
